Richard A.
Mortensen, P.E., President
Mr. Mortensen
is MEI's principal engineer and company founder. He has both
management and technical responsibilities in all types of geotechnical and hydrogeologic projects in central and western Florida. He has led project
teams in both the public and private sectors involving roadway design and construction,
land application of wastewater and disposal, solid waste landfills, stormwater pond systems, soil and groundwater contamination assessment
programs, soil reuse issues, groundwater investigations, shallow and deep
subsoil geotechnical/hydrogeologic investigations, shallow and deep
foundation system analyses, ground subsidence settlement and sinkhole
evaluations/repairs. He is an expert in water use permitting in the State
of Florida.
Mr. Mortensen holds B.S. and M.S. degrees from the
University of Florida in civil and geotechnical engineering, respectively.
He is licensed as a professional engineer in Florida (No. 34604), with inactive
licenses in North Carolina,
Maryland and Missouri.

Theodore R. Fussell, P.G., Vice President
Mr. Fussell
is MEI's senior geologist (State of Florida No. PG1094), having founded the company with Mr. Mortensen
in 1988. Mr. Fussell has compiled
extensive experience in subsurface exploration on numerous projects
throughout the southeastern United States, both in conventional land drilling and offshore. His duties included supervision of the drilling and
sampling operations of MEI's exploration crews. He works closely with project engineers on site geology
for the preparation of engineering reports. Mr. Fussell is experienced in
the operation of the Dutch Cone Penetrometer, the Standard Penetration
Test, the use of undisturbed sampling devices, the installation of
monitoring wells, slope indicator casings, and the use of various
geophysical testing procedures. He has been Chief Field Geologist on
several Corps of Engineers projects. He has worked extensively on
sinkhole-related projects.
Mr. Fussell holds a B.S. degree in Geology from the
University of South Florida.

Michael T. Gagne, P.E.
Mr.
Gagne became a Florida-licensed professional engineer in 2005 (No.
63006). Prior to
joining MEI, Mr. Gagne had three years of co-op experience with TECO Energy in Tampa,
with experience as a project manager
and design engineer. He is currently a project manager on a number of key MEI
projects.
Mr. Gagne graduated with a degree in civil engineering from
the University of South Florida in 2000.

Kevin
Mathewson, P.E. Mr.
Mathewson joined MEI in 2004. He is currently assisting the
principal engineer on key projects, and is involved on a
day-to-day basis is the construction materials testing
department. Mr. Mathewson spent a full year of training as a
field technician prior to moving into a supervisory position.
Mr. Mathewson holds a civil engineering degree from the
University of South Florida and a professional
engineering license in the State of Florida (No. 68429). Mr.
Mathewson is MEI's FDOT Quality Control Officer. |

Cary M. Richardson--Drilling Coordinator
Mr. Richardson began with Mortensen
Engineering, Inc. as an USF intern and joined the firm full-time upon his
graduation in 2000. He has been involved in all aspects of the firm's
environmental services company Land
Assessment Services, Inc. and now has key
responsibilities managing and coordinating all MEI field activities and
well abandonment operations.
Mr. Richardson is a graduate of the University
of South Florida with a degree in Environmental Science and
Policy. He also minored in geology. He is a Florida-licensed
well contractor.

Patrick W. Vincent--Ground
Subsidence Coordinator
Mr.
Vincent joined Mortensen Engineering in October 1989 as a
draftsman. Vincent has served
in the past as drafting manager, project manager and
safety coordinator. He has participated in all aspects of the
company's business, including large contamination assessment projects in
Beltsville, Maryland and Lake Wales, Florida. Mr. Vincent now
oversees the company's ground subsidence field activities on a daily basis
and acts as a liaison between our insurance company clients and
homeowners.
Mr. Vincent is a graduate of ITT Technical
Institute in Tampa, Florida and has attended Hillsborough Community College.
He is hazardous
waste safety trained. |

Donnie Hausey--Drafting Manager
Mr.
Hausey manages our drafting department on a day-to-day basis. He attended
Florida A&M University, is a
graduate of ITT Technical Institute, and was formerly in the United States
Air Force.
Mr. Hausey is experienced in the newest versions of AutoCad.

Carolyn Osborne--Office Manager
Ms.
Osborne joined MEI in 1995 and is responsible for office administration,
human resources, and
bookkeeping. Ms. Osborne negotiates all of MEI's communication contracts
and insurance programs.

Manny Betancourt--Fleet
and Facility Manager
Mr.
Betancourt has been with MEI since March 2002, coming from Ring Power in
Tampa with more than 10 years of experience in the heavy equipment
field. He manages and maintains our fleet of 56 vehicles, and our shop
facilities.
